Objective
Under the overall guidance and supervision of the WCS-IP Country Director, the Operations Director (OD) will be the strategic leader of the operations arm. The OD ensures that financial and operational implementation of WCS-IP is delivered to the highest standards, fully supporting programmatic achievements, donor requirements, Government of Indonesia regulations and WCS global requirements. In addition, the OD will reform the HR function and provide strategic oversight to General Affairs, Information Technology (IT) and Safety & Security units.
Core Functions / Responsibilities
Strategic Leadership & Operational OversightServe as a key member of the Country Leadership Team, supporting the Country Director on all operational, administrative, and compliance matters.
Drive cross‑functional coordination between the Programmatic function and Finance, HR, IT, Safety & Security, and Administration units to ensure integrated, agile, and compliant operations.Lead strategic initiatives to strengthen operational efficiency, improve cost‑effectiveness, and enhance internal controls across the country program and landscape offices.Oversee Unit Managers (Finance, Grant & Budget, General Affairs, and HR) in developing and maintaining proper management capacity, supporting recruitment and training of operations / support staff, and understanding WCS grant‑management processes, systems, tools, and donor compliance requirements relevant to their role.Analyze capacity‑building needs and provide capacity building and training on financial management, budgeting, grant management; foster a stimulating work culture that improves staff productivity.General Operational (Finance, Administration) SupervisionProvide general direction and supervision to Finance, Grant and Administration teams; monitor day‑to‑day financial, personnel, administrative, procurement, and logistics for head and local offices, ensuring conformity to Indonesian laws and WCS global requirements.
Direct & oversee financial and grant management, reporting and administration functions, ensuring best‑practice standards and compliance with donors and WCS global guidance.Assess, improve, and maintain financial, personnel and administration systems for head office and local project offices, conducting regular reviews of internal control procedures and reporting weaknesses.Mitigate fiduciary risks through stronger accounting evidence, audit trails and procedures, and by strengthening financial management processes.Oversee General Affairs management of head‑office assets, leasing, insurance, security, transport, travel and office services; ensure cost‑effective procurement and inventory controls.Maintain and implement operations management systems (SOPs, asset, procurement, inventory, financial & budget management, oversight systems).Grant ManagementOversee Grants and Budget team, ensuring financial efficiency in all operations; manage preparation of program / project budgets, annual budgeting, grant maintenance, and compliance with donor and government regulations.
Lead development of a database for all active grants with reporting deadlines and support annual budget development with appropriate authority levels.Drive budget management system implementation; provide regular budget‑to‑actual information to program managers.Coordinate with program managers and Finance & Grants / Budget team to ensure timely completion of technical and financial reports per WCS Global Finance and donor regulations.Review monthly expenditure reports against budgets for internal use, monitoring expenditure against project activity budgets and account codes by the 12th day of the following month.Provide strategic oversight and regular follow‑up with Senior Managers to determine effectiveness and mitigation of work plans.Program Development & Donor RelationsWork with WCS-IP to develop grant proposals and contracts, coordinating review and approval with WCS Headquarters Program Development / Global Resources and OGC; provide legal guidance to senior management.
Coordinate with Country Director to lead annual fiscal‑budget preparation and internal program work‑plans or strategy development.Represent WCS to stakeholders (public, NGOs, government, donors, auditors).General AffairsOversee office administration, logistics, procurement, and asset management for head office and field sites.
Supervise the General Affairs Manager to ensure efficient procurement and contracting.Ensure optimal use of office facilities, insurance, and transport arrangements.Lead periodic reviews of SOPs across all sites.Secondary ResponsibilitiesHuman Resources
Develop strategy to foster a high‑performing, values‑driven culture; enhance employee engagement, well‑being and retention.
Provide strategic oversight of all HR operations (recruitment, onboarding, performance, development, offboarding) aligned with WCS Global HR policies, Indonesian labor laws and best practice.Partner with Regional HRBP and Country HR Manager on workforce planning, recruitment, performance, compensation, benefits, and employee relations.Ensure fair, inclusive, transparent HR practices reflecting WCS values and diversity commitments.Information TechnologyOversee IT operations to ensure data integrity, system reliability, and cybersecurity compliance.
Support implementation and maintenance of IT initiatives such as digital tools and systems (HRIS, finance platforms, communication systems).Coordinate with Global IT for seamless integration and alignment of policies.Safety & SecurityOversee development, implementation and regular review of WCS Indonesia Safety & Security protocols and policies.
Work with Global and Regional Safety & Security Managers on risk assessments, travel security, and emergency preparedness.Ensure security awareness training for staff and incident response mechanisms.Staff are expected to undertake additional tasks related to the TOR as needed.Qualification Requirements
Minimum 10 years of progressively responsible experience in operations, finance and grants management, or HR and administration roles, with at least 5 years in a leadership capacity managing multidisciplinary teams.Degree or Master’s in Business Administration, Finance, Management, International Policy or related field.Demonstrated ability to provide strategic direction and organizational oversight across diverse operational functions.Good understanding of financial planning, grants management, donor compliance and internal controls.Proven ability to interpret financial data for strategic decision‑making and mitigate operational, financial and fiduciary risks.Strong ability to communicate complex operational and financial information clearly to non‑specialist audiences.Proven experience managing complex, multi‑donor programs and ensuring compliance with international NGO, donor and government regulations.Demonstrated success in organizational restructuring, policy implementation or systems improvement initiatives.Strong grasp of people management, including workforce planning, talent development, employee relations.Strong understanding of Indonesian labor law, taxation, procurement and NGO regulations.Excellent command in both English and Bahasa Indonesia, written and spoken.Proactive and solutions‑oriented, capable of leading change in complex, evolving environments.Comfortable managing ambiguity and competing priorities.Preferred Requirements
Experience working in an international NGO, conservation or development organization.Professional certification in Finance, HR or Project / Operations Management (e.g., CPA, SHRM, PMP).Salary Range : Competitive salary commensurate with experience
