ROLE PURPOSE :

Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program aimed at accelerating improvements in literacy, numeracy, and character education for preschool and primary school students in districts across provinces in Indonesia. Targeting schools, this year program is funded by the Global Partnership for Education (GPE) through its Multiplier Grant., KREASI is implemented by Save the Children, appointed as the Grant Agent with the endorsement of the Mitra Pendidikan Indonesia / Local Education Group (MPI / LEG), a consortium of international and local education organizations. Working in collaboration with national partners, KREASI represents an exciting opportunity to further Indonesia’s national education goals, given its alignment with the Merdeka Belajar initiative, emphasizing personalized, holistic, and sustainable education.

The Head of Finance is responsible for leading the financial planning and governance of KREASI. This role will ensure compliance with donor and regulatory requirements, and provide strategic guidance to support decision-making across the program. The Head of Finance will oversee budgeting, financial risk management, audits, and build strong financial systems to support growth, and localization.

SCOPE OF ROLE :

Reports to : Chief of Party (day-to-day support), dotted line to Chief Finance Officer (financial systems oversight, policy compliance)

Dimension :  The post holder will work closely with the KREASI Head of Operation, KREASI Regional Manager, and KREASI District Coordinator on the budget / forecast preparation, monitoring program spending to ensure budget / forecast achievement complies with Save the Children, donor, and government policy / regulation,

Lead the alignment of financial management with MEAL, HR, Supply Chain, and Operations functions to drive coherent and effective program delivery.

Budget Responsibilities : million USD across seven implementing partners.

KEY AREAS OF ACCOUNTABILITY :

Strategy and Leadership :

  • Develop and implement programme financial strategies aligned with Organizational goals.
  • Advise Chief of Party and other KREASI Leads on financial trends and forecasts, contributing to high-level decisions through strong financial insight and planning.
  • Lead the development of financial strategies that support program goals and adapt to evolving risks and opportunities.
  • Champion the integration of finance with other function (MEAL, HR, Supply Chain, Operations) to ensure coherent, efficient program delivery.
  • Be responsible for ensuring effective and efficient operation of the finance function to deliver timely, reliable, accurate, high-quality accounting and financial Management and reporting activities and requirements using a risk-based approach.
  • Be responsible for partnership financial monitoring and ensure that the partners are being monitored frequently, along with proper capacity development plans and frequent follow-ups for all improvement areas identified as a result of partners' assessment as per Save the Children partner's capacity assessment tools.

Development of financially sound budgets contributing to high-quality programs :

  • Provide budget holdres with real-time financial visibility, timely analysis and decision making support.
  • Ensure financial systems are responsive to the program’s complexity and scale, with sufficient controls and transparency.
  • Ensure field offices receive adequate support to operate efficient accounting systems, including timely receipt of monthly budget variance analysis by budget holders, timely answers to queries and scheduling tasks and deadlines.
  • Ensure Budget vs Actual is monitored and communicated with the KREASI team and budget holders to address gaps.
  • Ensure the correct level of budget authority exists within the KREASI team.
  • Ensure with the Program and Supply Chain teams that systems are in place to control all assets, funds, equipment, property, and facilities; submit timely financial reports to the Management and donors as required.
  • Monitor accurate, compliant and timely submission of financial reports and attachments to Members, donors and government regulatory agencies.
  • Lead organizational readiness for large-scale audits (donor, statutory, internal).
  • Grants Management and contribution to the development of strong partnership :

  • Lead the financial coordination across the consortium, fostering shared accountability.
  • Provide guidance to KREASI staff and coordinate efforts to ensure compliance with donor requirements.
  • Work with the KREASI team to estimate fund requests on time to ensure resources are in place for project activities.
  • Ensure timely and accurate information is provided through the Awards Management system.
  • Oversee and monitor sub-grantees / grants as required per organization policies and procedures.
  • Manage financial interactions with implementing partners, including budget reviews, financial reporting, and audits.
  • Support partners in building financial systems aligned with localization and capacity development goals.
  • Monitor implementing partners adhere to financial guidelines and compliance.
  • Work with Ecosystem Partnership on developing partner capacity building plans as needed.
  • Staff Management, Mentorship, and Development

  • Ensure the recruitment, training, and promotion of staff as appropriate and the availability of relevant professional development opportunities for staff.
  • Build financial capacity across the KREASI team, including technical training for program, MEAL, HR, and supply chain staff.
  • Build the finance capacity of staff and organization's partners and ensure financial planning and management are included in their plans and annual objectives.
  • Brand and Reputation :

  • Contribute to implementing partners are aware and are actively involved in building and maintaining the Save the Children brand in all project field sites and with all project external stakeholders, including program strategic partners
  • Represent SCI in external finance networks and clusters, where needed.
  • Communication and Representation :

  • Serve as finance focal point in discussions with donors, auditors, and partners.
  • Maintain clear and effective communications with the KREASI team members and other program or support staff in the Save the Children Indonesia
  • Ensuring communication flows effectively between the program, partners and another external stakeholder
  • Colloborating with the KREASI Regional Manager, s / he will contribute to maintaining relationships with host government authorities of technical office up to provincial and district levels, donors and partner agencies, the GPE system, and local and international NGOs, including Save the Children International.
  • General

    Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesia's policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

    QUALIFICATIONS AND EXPERIENCE

  • Minimum years of senior finance leadership, ideally in INGOs or global development settings.
  • Proven experience managing institutional grants (, USAID, EC, ECHO) and ensuring donor compliance.
  • Strong knowledge of grant agreements, contracts, and audit requirements.
  • Demonstrated expertise in budgeting, financial planning, analysis, and reporting.
  • Master’s degree in Finance, Accounting, or related field; CPA, ACCA, CA, or equivalent preferred.
  • Advanced proficiency in financial systems, Excel, and accounting software (, Agresso, SAP).
  • Strategic thinker with strong business acumen and the ability to advise executive leadership.
  • Experience supporting emergency response finance operations is a plus.
  • Excellent communication, team leadership, and stakeholder engagement skills.
  • Fluent in English, both written and spoken.
