We are looking for an experienced HRGA Manager to lead our human resources and general affairs functions in the pharmaceutical manufacturing sector. The ideal candidate will possess extensive knowledge of HR practices, regulatory compliance, and employee engagement strategies to foster a productive work environment.

Role : HRGA Manager
The HRGA Manager will oversee all aspects of Human Resources, General Affairs, and Industrial Relations within a pharmaceutical manufacturing environment. This role requires expertise in compensation & benefits (C&B) design, worker union relations, HR operations, and people cost management while ensuring compliance with labor laws and company policies. The ideal candidate will drive HR strategies that align with business objectives, foster a positive work environment, and optimize workforce efficiency.
Key Responsibilities
1. Compensation & Benefits (C&B) Management
Design, implement, and manage competitive compensation & benefits programs(salary structures, incentives, allowances, insurance, pensions, etc.).
Conduct market benchmarking to ensure C&B packages remain competitive within the pharmaceutical industry.
Oversee payroll processing, tax compliance, and annual bonus / profit-sharing schemes.
Monitor and control people cost budgets, ensuring alignment with financial targets.
2. Worker Union & Industrial Relations
Act as the primary liaison between management and the workers' union (Serikat Buruh), ensuring harmonious labor relations.
Ensure compliance with labor regulations (Manpower Law, BPJS Ketenagakerjaan & Kesehatan, etc.).
Handle disciplinary actions, grievances, and conflict resolution in line with company policies.
3. HR Operations & Compliance
Manage end-to-end HR operations, including recruitment, onboarding, performance management, training, and offboarding.
Develop and enforce HR policies, SOPs, and workflows compliant with pharmaceutical industry standards (GMP, OHSA, etc.).
Ensure proper documentation for audits (internal, external, and regulatory bodies like BPOM).
Oversee employee data management, HRIS systems, and reporting.
4. General Affairs & Workplace Management
Supervise facility management, security, transportation, and office administration.
Ensure a safe, healthy, and productive work environment in compliance with EHS (Environment, Health, Safety)standards.
Manage vendor contracts (cleaning, catering, maintenance) and company events.
5. Strategic HR Leadership
Partner with senior management to align HR strategies with business growth and operational needs.
Drive employee engagement initiatives, talent retention, and succession planning.
Analyze HR metrics (attrition, productivity, headcount) to support data-driven decisions.
Qualifications & Requirements
Bachelor’s degree in Human Resources, Law, Psychology, or Business Administration(Master’s preferred).
Minimum 10 years of HRGA experience, with at least 5 years in a managerial role in pharmaceutical manufacturing or related industries.
Proven expertise in :
Compensation & benefits design
Labor union negotiations and industrial relations
HR compliance in a regulated manufacturing environment
People cost budgeting and workforce planning
Strong knowledge of Indonesian labor laws, BPJS, and pharmaceutical regulatory requirements.
Excellent communication, negotiation, and leadership skills.
