Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced reproductive justice and access to care for women and girls in Indonesia.

Position Purpose

The Community Access and Mobilization Advisor / Team Leader will lead the design, implementation, and evaluation of community engagement strategies aimed at improving access to and utilization of reproductive health services. This role focuses on empowering women and young women, addressing their reproductive health needs, including but not limited to Contraceptive care, SGBV care and fostering inclusive participation across diverse community groups.

This position poses two important roles – firstly, leading and providing technical assistance to community access works to improve demand, change social norms, and ensure social support to women and girls. Secondly leading community / civil society mobilization works to promote for evidence-informed policies and regulations related to women and girls’ rights . The CAM team leader / advisor will lead a team and will work in projects related to reproductive health care, including contraception, sexual and gender based violence, and climate change. S / he will provide proposal design and technical assistance to develop and grow new projects with community access and mobilization focus.

The Team Leader / Advisor contributes to the country’s strategic directions to maximize impact of country programs by innovative community access and mobilization projects

The competencies required to be successful in this position also include a theoretical and practical understanding of community access and mobilization related to SRHR. Ability to translate those into strategies and actionable intervention is a must to guide staffs and inform other units in Yayasan IPAS Indonesia project design and implementation.

This position reports to Deputy Director of Program, and works closely with Executive Director and other units’ Leader in Yayasan IPAS Indonesia to develop a detailed strategy and workplan aligned with project goals to address community access and mobilization, ensuring that its approaches are consistent and technically effective, evidence based and innovative

Summary of Responsibilities

Planning :

  • The CAM team leader will ensure that the design of programmes is technically sound and appropriate and effective in improving individual knowledge, fostering changes in social norms, mobilizing community and CSOs for support as well as meeting needs of SGBV survivors and affected communities.
  • Develop and implement advocacy strategies for advancing the feminist agenda in Indonesia to hold public office holders and relevant institution actors to account for political change on key issues;
  • Provide strategic direction on community engagement and policy advocacy component for Yayasan IPAS Indonesia’s program focusing on reproductive healthcare (eg contraceptive care and post abortion care), sexual and gender based violence, including intersections with climate crisis
  • Provide proposal design and technical assistance to develop and grow new projects with SGBV / RJ focus

Project Management :

  • The CAM Team Lead / Advisor serves as the team leader for all projects on CAM, with strong emphasis on the aspects of Community Engagement and Policy Advocacy as main or cross cutting issues . S / he will lead and coordinate multiple projects, with the support of his / her team member and other unit within Yayasan IPAS Indonesia
  • Provide technical leadership advice and guidance to on-going program on SGBV, Reproductive healthcare (eg contraceptive care and post abortion care) - including intersections with climate crisis and new programs ensuring high quality and donor responsive Programming, including support to develop technical reports, assessments, trainings etc.
  • Provide overall support to Yayasan IPAS’s country programs for improving the capacity to provide support that is responsive to the needs of women and girls, vulnerable groups and survivors of sexual / gender based violence and / climate-induced disasters.
  • Develop and manage SGBV & Climate crisis focused projects’ workplans , including reviewing the workplans regularly to ensure tasks and milestones are being achieved in timely manner
  • Take an active part in the project issue / risk management process by contributing to the identification and prioritization of existing and potential issues and risk and assist in developing strategies and control to mitigate these
  • Prepare programmatic reports for timely submission to the donor in coordination with Project Officers, Finance Manager, Program Manager and Executive Director
  • Technical Assistance :

  • Provide technical guidance to the project and its partners to increase social support, knowledge, self-efficacy related to SRHR, specially for sexual and gender-based violence (SGBV) Reproductive healthcare (eg contraceptive care and post abortion care) - including intersections with climate crisis women and girls, vulnerable groups, survivors and other community / local stakeholders
  • Provides technical support for developing social and behavior change strategy that supports for women, girls
  • Oversee the development of impactful and timely policy documents including briefings, position papers, reports and recommendations to relevant government agencies and institutions;
  • Support technical input to various assessments related to CAM program , including design of formative assessments and monitoring evaluation following user-centered design principles and processes.
  • Support MERLA team to develop and design M&E Plan using feminist approach for the program and / projects
  • Ensure that the CAM program has appropriate, relevant, and up-to-date materials, tools, resources, and templates for documenting and monitoring its activities at country office and field levels
  • Supports Program Manager by preparing internal reports : internal semesterly and annual progress report, and ensuring that Monitoring & Evaluation data is reflected sufficiently in these reports
  • Collaborates with the Monitoring Evaluation and Learning unit in reference to Monitoring & Evaluation tools, database management, research publications, and reports.
  • Follows up with project team regarding IEC materials and sub recipients / grantee monthly reports
  • Finance :

  • Support Deputy Director of Program in developing detailed budget plans for CAM Program / projects activities. This includes ensuring budget plan and its implementation comply with Yayasan Ipas Indonesia's regulation
  • Coordinate with the finance team to monitor Budget vs Actual (BvA) performance under her / his responsibility. This includes the performance of external consultants,
  • Collaborating with the Program Manager on conducting regular monitoring of balance between program achievement and budget utilization,
  • Contribute to financial reports for timely submission to the donor in coordination with Project Officers, Finance Manager, Program Manager and Director.
  • HR & Administration

  • Understand and comply with the HR regulation in Yayasan IPAS Indonesia
  • Supervise CAM team and collaborate with other teams in Yayasan IPAS Indonesia for a successful implementation of CAM Program / projects
  • Ensure all activities comply with the regulation in Yayasan IPAS Indonesia
  • Other .

  • Perform other duties as assigned by the organization.
  • Internal & External Customers / Suppliers as well as Third Parties

  • Work with the Deputy Director of Program on planning, quality implementation, monitoring, evaluation, and reporting,
  • Collaborate with Managers, unit advisors, specialists and project officers to implement SGBV and Reproductive Justice Program / projects,
  • Ensuring all project’s activities and its external partners comply with Ipas Indonesia's branding strategy and design,
  • Maintain mutual relationship with national, provincial and district level government partners, particularly Ministry of Women Empowerment and Children Protection, Ministry of Health, Victims and Witness Protection Agency, National Police Agency and their counterpart at regional level, Civil Society Organizations,
  • When deemed necessary, represents the organization at various national and international meetings to ensure incorporation of Ipas objectives into the agenda for discussion.
  • Position Requirements

  • Masters in relevant field (gender equity, social development, human rights) with more than 10 years of working experience in development projects and has served in senior technical expert roles for more than 4 years,
  • Proven experience in project management and managing team for multi projects implementation,
  • Experience working in a non-profit organization. Experience working with a global network organization would be a benefit,
  • Experience and passion to work on feminist agenda and Reproductive rights issues with orientation towards improving the space for women bodily autonomy,
  • Strong management skills, including experience in project administration, supervision of field staff, and communication among global and national staff and partners,
  • Excellent written and spoken communications skills in English and Bahasa Indonesia,
  • Strong interpersonal skills and the ability to work successfully in a cross-cultural, team-based global environment. Ability to influence, strengthen and nurture network civil society organizations and social movement,
  • Extensive knowledge of Microsoft Office suite,
  • Ability to travel when needed.
