TITLE :   MEAL Manager for BISA Project

LOCATION :   Jakarta

CHILD SAFEGUARDING :

Level - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. the role holder will have contact with children and / or young people either frequently ( once a week or more) or intensively ( four days in one month or more or overnight) because he / she works in project area; or is visiting project areas.

ROLE PURPOSE :

The MEAL Manager under the supervision of the COP and direct Technical Supervision of the Meal Advisor will be responsible to look after all project activities.

S / he is responsible to provide timely progress updates project leadership. As part of Program Impact and Policy Department at National Office, S / he will provide strategic leadership and technical management to ensure optimal implementation of Project Management Plan and MEAL Framework. This position will lead all MEAL key activities, including the conduct of a critical and in-depth monitoring process to make sure all project activities are in the right way and performing according to the parameters set in the project.

S / he will develop a participatory monitoring and evaluation tools for all on-going activities for project. Ensure robust and integrated data collection and information management system to maintain key project’s high-quality data are available in time, support learning process and evidence generating throughout the life of the Project, and responsible to produce report (quarterly, biannually, and annual).

Moreover, She / he will be the Project focal person for all MEAL and responsible to maintain communication and sharing with MEAL team at Save the Children (MEAL officer and Head of MEAL) as well as with implementing partner and relevant stakeholders (, local government offices, civil society organization, universities or institutions).

KEY AREAS OF ACCOUNTABILITY :

Strategic Design and Implementation of MEAL Framework

  • Lead the development / updating and the implementation of the MEAL framework / plan (, baseline survey, regular / routine data collection, reflection, review and reporting, ongoing / real time evaluation, end line survey and final evaluation).
  • Provide technical support in the development / reviewing / updating of project Theory of Change, logical frameworks, ensuring clarity of logic causal relationship between different objective levels including selection of SMART performance indicators
  • Develop and maintain fully functioned MEAL system including standardized recording and reporting tools / formats that enabling project team to track project progress, achievements, results, challenges, best practice and lesson learn.
  • Visit the project area and train the MEL officers to collect the progress indicators through the monitoring process. Write progress case studies and impact studies of interventions of the progress of project.
  • Collect progress data from implementation sites from all sections and compile it in a standard format and produce all quarterly progress reports to report to donors, together with Chief of Party, project managers, MEAL officers, and Finance to ensure appropriate and sufficient allocation and optimal utilization of resources for MEAL activities.
  • Facilitate strong cross-implementing team and cross-stakeholders coordination, communication, and working relationships to ensure effective and efficient design and implementation MEAL activities.
  • Ensure that SCI Global and regional MEAL standards practices are applied in BISA project (, Quality Benchmark, Key Performance Indicator, Accountability and Feedback Mechanism, Knowledge generation and learning process / events, etc.).
  • To undertake other relevant duties as might be required from time to time from supervisor (COP).

Technical support and capacity building

  • Provide intensive and consistent MEAL technical guidance to BISA Project Team, including project managers, provincial MEAL officers and the entire field team.
  • Develop / modify / update tools for data collection, recording, reporting to assist MEAL Officers to deliver quality data / information for better decision making and program management.
  • Strengthen the MEAL capacities (collaborate with Head of MEAL) of project team and relevant stakeholders at all levels through training, coaching and supportive supervision. This capacity building also can be done by delivering short thematic sessions to project team during the field visit. For instance, how to develop a useful report, how to develop an attractive presentation, what made a good photo, data visualization, storytelling, photo-voice, etc.
  • Verify data / information to ensure its consistency and accuracy so that all reports are submitted in high quality manner in terms of content, completeness, and timeliness, including providing feedback to field reports / updates (, monthly report / updates).
  • Building strong linkages with external stakeholders (, BAPPENAS, MOH, PHO,DHO, DEO, CSO, research institution) to support MEAL activities.
  • Conduct visit to project sites on regular basis to observe the project activities and provide feedback and recommendation for quality assurance of project activities and at the same time providing relevant support to field staffs. During the visit the S / he should take opportunity to document project achievements, challenges, lesson learned, issues using various technique such as case study, observation report, field trip report, most significant change stories.
  • Research & Evaluation

  • Lead development of quality standards for evaluation and operational research design and implementation
  • Provide technical support to project team at different level and oversight to externally hire team / institution so that key M&E activities (, baseline survey, regular / routine data collection, reflection, review and reporting, ongoing / real time evaluation, end line survey and final evaluation) are conducted properly. When BISA project assign external consultant to lead certain MEAL activities, then the S / he is required to develop a comprehensive term of reference as basis for selection process and quality assurance along the consultancy works / deliverables. This process should be done together with Head of MEAL and COP and DCOP.
  • Build relationship with leading research institutions to support good quality research report and buy in from stakeholders
  • Provide technical support to project staff in conducting research and impact studies, surveys and evaluation for project activities.
  • Working with IT and program staff to manage and to ensure all data / information gathered from assessment and evaluation research are properly stored and accessible.
  • Knowledge Management and Learning

  • Lead the implementation of project learning agenda and coordinate internally and with implementing partner to ensure high quality process, participation, and ownership.
  • Ensuring the learning material, evaluation & research document, case study, success study and other common data / information are stored, disseminated, and accessible for all project team and SC staff and utilize for better programs implementation and advocacy.
  • Facilitate and promote learning process for all project team, facilitating cross-learning from different districts as well as provinces.
  • Support robust learning culture where teams and individual staff can share openly successes and failures for continuous improvement at project, organisational and individual levels.
  • Maintain the project database and apply an appropriate filing system to track all data required for the MEAL operations and the overall project implementation, including facilitate the project team and or relevant parties to have access to the data whenever relevant.
  • Develop projects summary that reflecting status of implementation both programmatically as and financially for internal and external / donor / government use as relevant (, power point presentation, - pages paper or fact sheet of project updates / summaries paper, etc.). This publication should be made at least biannually.
  • Aside from this project summary, the S / he will work with project team to produce regular project publications. Those publications should be shared to all staffs, targeted provinces and or districts, partners / donors, as well as SC global.
  • EXPERIENCE AND SKILLS

    essential’ and ‘desirable’

  • years working experiences in the NGO, university or government, private with significant experience in knowledge management and learning related activities.
  • years of experiences in monitoring, evaluation, research, and reporting.
  • Strong qualitative and quantitative analytical skills, including experience using analytical software packages such as SPSS, NVivo etc.
  • Strong understanding of data management systems, information management system, including web-based content management technologies and communication channel.
  • Knowledgeable in project management cycle and experience in project design and proposal development
  • Solid experience monitoring and producing high quality report of development projects (Example of his / her English report should be submitted when applying on this position)
  • Excellent interpersonal, communication and presentation skills; strong English written and spoken skills.
