Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia : accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role

AIPJ3 will establish and maintain a Management Information System (MIS) that enables the AIPJ3 team, DFAT and Bappenas to generate and access, in real time, program information including datasets, reports, Monitoring, Evaluation, and Learning (MEL) findings, and communication products. The MIS Coordinator will provide technical leadership and oversee the development, implementation and maintenance of the MIS. The MIS will be developed through a consultative process with high-level scoping and identifying the partner’s strategic priorities, information needs, and synergies with existing databases. The MIS Coordinator will work closely with a subcontracted MIS developer to design and develop the MIS and then will be responsible for the ongoing adaptation and maintenance of the system. The MIS should be fully operational by end May 2026.

The MIS Coordinator will report to the Quality and Learning Lead, and work collaboratively with AIPJ3 MEL Manager, Bappenas Secretariat MEL Officer, and AIPJ3 Strategic Communications Manager. The MIS Coordinator will also connect to DT Global’s MIS Community of Practice.

About You

Specific Responsibilities

Key Activities

  • Provide technical leadership and advise programmers in the development and implementation of the MIS to serve the technical and operational needs of the program.
  • Ensure the MIS is developed through a consultative approach that identifies AIPJ3, DFAT and Bappenas’ priorities, information needs, and synergies with existing databases.
  • Ensure the MIS can generate and display, in real time, program information including datasets, reports, MEL findings and communication products.
  • Support the AIPJ3 team to ensure data can be collated, synthesized, analysed and presented for AIPJ3 reporting needs for DFAT and the Government of Indonesia.
  • Lead the ongoing adaptation and maintenance of the MIS to ensure it continues to align with the program’s needs.
  • With the Operations Team, ensure that operational processes are refined and automated as much as possible within the MIS.
  • Lead MIS capacity building efforts within the AIPJ3 team and selected AIPJ3 partners who have access.
  • Provide MIS advisory support to government counterpart agencies, as required.
  • Foster a culture that promotes learning and sharing of ideas, research and analysis.
  • Ensure compliance with DFAT, DT Global, and AIPJ3 policies on gender equality, disability inclusion, safeguarding (including PSEAH and child protection), fraud and anti-corruption, and environmental sustainability.

Key Deliverables

  • An accessible MIS and interactive dashboard that integrates internal business processes within AIPJ3, Bappenas and DFAT.
  • Technical support to the AIPJ3 team to deliver data collection, analysis, and learning sharing among AIPJ3 team, DFAT, Bappenas, and partners, including high quality graphs and tables of data.
  • Selection Criteria

    Essential Experience and Knowledge

  • Bachelor degree in Social Science, Statistics, Data Science, Management or related area;
  • Strong quantitative skills with the ability to identify trends and patterns in data;
  • Proven accuracy and attention to detail and experience collecting and accurately summarizing quantitative information;
  • Proven database, advanced Excel, Word, and presentation software skills;
  • Expertise in developing and implementing successful MIS software (e.g. Bubble, DocMaker, Figma, etc.)
  • Expertise in developing real-time interactive dashboards using appropriate software (e.g. Nvidia, Power BI, etc.).
  • High-level interpersonal skills including verbal and written communications skills and an exceptional ability to develop capacity in CSO and government partners on successfully using MIS for their reporting and learning needs.
  • Excellent written and oral presentation skills in English and Bahasa.
  • Desirable

  • Experience in managing MIS on international development funded projects
  • Ability to work in a multicultural environment with respect for diversity.
  • Ability to network and collaborate with other stakeholders.
