JOB TITLE : Consultant School-Based Programmes – Costing School Nutrition and Meals

TYPE OF CONTRACT : Special Service Agreement (SSA) SSA-9 Level

DUTY STATION (City, Country) : Jakarta, Indonesia

Duration : six (6) months extendable

BACKGROUND AND PURPOSE OF THE ASSIGNMENT :

Under the Indonesia WFP Country Strategic Plan 2021 – 2025 (CSP) Programme the Consultant School-Based Programmes is responsible for advising the WFP Programme to improve nutrition and heathy diets of school age children.

The Consultant is responsible for the costing of school meals and programmes and assessing of financial capacities of national actors using evidence based research methods in support of the Government of Indonesia commitment towards improved nutrition for school – aged children, inclusive of Government led School Meals activities.

The Consultant will report directly to the Team Leader, under the overall guidance of Head of Strategic Objective 3. The Consultant is responsible for capacity strengthening of government institutions in public finance. In addition, the consultant will contribute to WFP Indonesia efforts to analyse insights from budget policies, public finance mechanisms as per it school based programmes.

In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The programme portfolio under the consultant here contributes directly to the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.

ACCOUNTABILITIES / RESPONSIBILITIES :

  • Responsible for leading efforts to research policies, including national laws, policy frame works, and legislation, related to budgeting mechanisms and public finance.
  • Support the country office in choosing the right methodology for evidence generation including cost benefits analysis, and other costing exercises.
  • Costing of the national school feeding programme including sustainable financing.
  • Assessment of the financial capacity of national (and sub-national) actors to fund of school nutrition and meals programmes e.g., which actors are involved in funding and decision-making, presence of national budget line, sources of funding etc.
  • Develop financial capacity strengthening action plan based on assessment findings
  • Assessment of the country's fiscal context and public finance institutional context as it applies to school feeding.
  • Understanding national budget processes
  • Development of high-level advocacy strategy / messages for considering innovative sources for funding school nutrition and meals programmes.
  • Support drafting of policy briefs related to school-based programmes.
  • Provide strategic input and actively engage in national and international level policy and advocacy dialogue to enhance policies and programmes to improve nutrition of school-aged children.

EDUCATION :

  • Doctorate and / or equivalent experience with emphasis in public finance, fiscal finance, economics, public policy, nutrition, school nutrition, human nutrition, and community nutrition, or other field relevant to international development and nutrition
  • EXPERIENCE :

  • At least 10 years of experience on the following disciplines : public finance, economics, health, food and nutrition, nutrition policy, school nutrition, micronutrients, food fortification, as well as related fields experiences in working closely with partners in UN / international organizations and the Government of Indonesia.
  • Extensive experience with design of costing studies and financial capacity assessment, research and analysis, mapping of policies and regulations
  • Demonstrated experience in engaging and influencing policy dialogue.
  • KNOWLEDGE & SKILLS REQUIRED :

  • Extensive knowledge of food and nutrition policy and programme, clinical nutrition, food and nutrition planning management, food fortification, school feeding programmes, costing methods, statistics and applied statistics.
  • LANGUAGES Fluency (level C) in English and Bahasa language.
