MET PILOT (Mitigation of Emergent Threats for Pregnancy and Infant Link Outcome Initiative) PROGRAM MANAGER

LOCATION : South Sulawesi (Cluster ) : Bantaeng and Selayar District
ROLE PURPOSE :
Save the Children Indonesia together with other consortium members will be implementing a -year CDC MET PILOT (Mitigation of Emergent Threats for Pregnancy and Infant Link Outcome Initiative) project with the goal to contribute in reducing morbidity and mortality among pregnant women and their newborns from emergent threats.
S / he will maintain coordination with provincial / district / sub-district level District Health Office, Partner NGO, Organization professions, Health facilities, academia local governments for implementation of MNH services as per standard guidelines and protocols which will be potential for national and international adoption of the emergent threat screening and monitoring approach, including scale-up of screening / surveillance toolkits, training materials, and university curricula. MNH Specialist will assist in developing / adopting technical guidelines / protocols for the planned MNH services, preparing and implementation of capacity building plan for DHO, PHO and project staff, and strengthening system of technical supervision / follow-up and feedback mechanism in coordination with local health offices. The incumbent will work closely with quality assurance team at District level and Health Facility Working Team for ensuring quality of services and participate in regular performance review meetings at provincial / district / sub-district level and assist in preparing and follow-up action points. The role holder will also organize joint supervision visits with health offices for ensuring quality of services in the selected public health facilities.
To ensure the quality of the program implementation and sustainability, the Post holder will be a main focal point in leading the collaboration and partnership with the CDC Foundation, US Centre for Disease control and Prevention, CDCF Consultant in Indonesia (UNICEF Indonesia, Save the Children Indonesia and University Diponegoro). In addition to maintain a strong foundation of collaboration with government, academia, organization profession (POGI, IDAI, IBI, IDI, PPNI, etc ) and local partners at sub national and national level, which will provide the potential for national and international adoption of the emergent threat screening and monitoring approach, including scale-up of screening / surveillance toolkits, training materials, and university curricula. A communications campaign will be embedded to drive demand for services. The project has its specific objectives :
- Objective I : By , % of pregnant women and newborns will be screened for emergent threats (with diagnostic confirmation) in project sites
- Objective II : By , all pregnant women and small and sick newborns (SSN) with emerging infectious diseases receive high-quality care services in project areas
- By , establish a robust community and facility-based surveillance and response system, enabling timely detection and response surveillance with at least % of alerts to detect emergent threat diseases among pregnant women and their newborns acted upon within hours
- By , all best practices, guidelines, and materials to conduct emergent threat screening and management are documented and disseminated for sustainability and integration into existing services
- By , see an increase percentage of pregnant women who demonstrate awareness around emergent threats and proactively request screenings from health care providers in project areas
As to reach the project ambition, Program Manager will be accountable to lead the program operation and ensuring the quality implementation, reporting and compliance of the program. S / He will directly be based in the project location in South Sulawesi province with the frequent travel to the project location in North Maluku. S / He responsible for management of local implementing partners. The post holder will represent Save the Children in building strong cooperation with the Save the Children Member, donor, supply chain partners, local partners, local authorities and target beneficiaries. S / he will also be a member of and actively participate on the Extended Management Team (EMT).

In the situation of major humanitarian emergency, the post holder will expect to work outside the normal role profile and be able to vary working hours accordingly. Furthermore, there is also a possibility for temporary relocation to disaster affected areas.
KEY AREAS OF ACCOUNTABILITY :
Oversight and Management of Project Implementation and Quality
Ensure the program strategy & implementation are in line with program design, commitment with the donor and Save the Children PolicyResponsible for overall coordination of the project working closely with staff under his / her direct reports.Lead the development and maintenance of strong partnership with the CDC Foundation, US Centre for Disease control and Prevention, CDCF Consultant in Indonesia (UNICEF Indonesia, Save the Children In Indonesia and University Diponegoro). In addition to maintain a strong foundation of collaboration with government, academia, organization profession (POGI, IDAI, IBI, IDI, PPNI) and local partners and other key stakeholders at sub national and national levelDevelop a Detail Implementation Plan in all project areas and ensure it is implemented, referring to the quality framework and standards.Identify and communicate with line manager for any issues identified in the program operation with recommendations for resolution.Work with the Program Impact & Policy Department to ensure program quality framework standards are maintained and identify ideas for scaling up work in project areas.Oversaw the program quality and delivery under the implementing partners and ensuring all the reporting and compliances according with SCI policy and commitment with the donorThrough the consultation with Senior Program Implementation Manager to assess the capacity of implementing partner and planning for partners capacity strengthening in regular basisCoordinate the external technical assistance visits from Jakarta-based and international staffs as well as the donorEnsure timely accurate reporting to National Office and Save the Children Member, both narrative and financial.Ensure the green rating of program KPIs as required by Save the Children in monthly basisPartnership Management :
Under the guidance’s of Head of Integrated Programming and partnership unit at the national office to provide technical support for the implementing partners to ensure high quality programming and on time program delivery particularlyDevelop capacity strengthening plan & provide technical supports required to develop the partners capacityLead the join monitoring visit and partnership evaluation with the implementing partners and capture the lesson learnt of the partnership worksFinancial Management :
Develop annual project budgets, forecash and quarterly projections with the project and finance department.Ensure the effective and efficient use of project resources.Regularly monitor Budget versus Actual expenditures and proactively propose any modifications to expenditure plans and projections.Ensure the application of appropriate controls for project resources including accurate tracking of all expenditures.Coordinate with the Finance unit to produce accurate and timely financial reports.Check financial report to ensure compatibility with project activitiesAdministration, IT, Safety and Security, and Government Relations
Represent the organization to partners, donor and the government as appropriate to maintain good relationships.Ensure that efficient, cost-effective information technology systems are in place and in compliance with Save the Children minimum standards.Ensure human resources policies are implemented and are in place.Work with Safety and Security Focal Person to ensure that security policies and procedures are understood and strictly adhered to throughout the programme and that briefing, communication, transport and other systems are developed and provided in support of the maintenance of good security for all staff and visitors.Supply Chain :
Ensure that all procurement is done in an appropriate, timely and transparent manner as per Save the Children International Policies and procedures and internal audit requirements. Collaborate with Supply chain unit in Jakarta.Through management of the Supply Chain Unit, ensure the appropriate use of the field office fleet and ensure compliance with maintenance schedules and the Save the Children vehicle and driver policy and guidance.Ensure office premises, assets and equipment are maintained in line with SC policies.Ensure there is efficient travel management of all personnel and visitors in the field location.Ensure all visitors are supported and receive logistical support from the appropriate staff.Child Safeguarding :
Contribute to the overall implementation of Child Safeguarding Policy (CSP) within National Office including ensure CSP integration in all project activities including for target beneficiaries.Emergency Response Management :
Work with Humanitarian team to strengthen the Save the Children Indonesia organizational readiness to respond to emergencies in respective program areas in line with global Save the Children emergency policies and Save the Children Indonesia Emergency Preparedness Plan. This includes ensuring optimal Program staff participation and local implementing partners in to response the emergencyAbility to be deployed outside normal profile for emergency response as required by national office.Monitoring, Evaluation, Accountability, Learning (MEAL) Collaborate with the MEAL team :

Bachelor's degree in medical doctor or other relevant study with experienced in MNH (Maternal Neonatal Health) programMinimum of years of proven management experience in a contractor, corporate, or NGO environment, including significant field implementation experience, and experience in working in complex consortia.Experience working in the targeted area of South Sulawesi (Bantaeng and Selayar) and North Maluku (Ternate and Tidore) is a plusMinimum years proven experience in managing local implementing partners.Experience in managing and developing a team and ability to lead, motivate and develop others, is preferred.An understanding of health infrastructure alongside any MNH strengthening initiativesSolid project management skills with a proven history of delivering results.Substantial experience and knowledge of effective financial and budgetary control, and in particular experience with complex donor requirementsAbility to analyse information, evaluate options and to think and plan strategically.Excellent interpersonal, communication and presentation skillsAbility and willingness to frequent travel to field locations.Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.Demonstrated ability to write high quality reports and other project documents in Indonesian and English
