Scope of Work Training Module Consultant School-based Child Protection Committee (SBCPC)

Background

Kolaborasi untuk Edukasi Anak Indonesia (KREASI) is a multi-year programme designed to accelerate improvements in literacy, numeracy, and character education for preschool and primary school learners in eight districts across four provinces in Indonesia. KREASI is implemented by Save the Children Indonesia in collaboration with the Ministry of Primary and Secondary Education (MoPSE), the Ministry of Religious Affairs (MoRA), the National Development Planning Agency (Bappenas), and partners under the Mitra Pendidikan Indonesia (MPI) consortium. The programme is funded by the Global Partnership for Education (GPE) through the Multiplier Grant mechanism.

KREASI works through seven local implementing partners in the following districts :

West Kalimantan : Ketapang, Kayong Utara

North Maluku : Halmahera Utara, Pulau Morotai

North Sumatra : Nias Utara, Nias Selatan

Lampung : Tanggamus, Pesisir Barat

Child protection in education is a core programmatic pillar of KREASI, embedded across teaching practices, school leadership, community engagement, and education governance systems.

During Year , KREASI supported the establishment and activation of School-based Child Protection Committees (TPPK) in alignment with prevailing Government of Indonesia policies at the time. In Year , KREASI will consolidate and standardize this work by developing practice-oriented, competency-based training modules for School-Based Child Protection Committees (SBCPC) and relevant district-level coordination mechanisms (SATGAS / POKJA), while remaining adaptive to evolving national policy directions in .

Objectives of the Assignment

This consultancy aims to develop training materials associated with the establishment of School-Based Child Protection Committee (SBCPC) at KREASI target primary schools, and the district-level working groups (SATGAS) that child protection referral systems.

During the first year of KREASI, Save the Children and its partners successfully initiated formation of School-based Child Protection committee (Tim Pencegahan dan Penanganan Kekerasan / TPPK) that aligned with the Government of Indonesia’s policy direction under :

MoECRT Permendikbud No. / on the Prevention and Handling of Violence in Education Units, and

MoRA Permenag No. / on the Prevention and Handling of Sexual Violence in Madrasah and Religious Education Institutions,

While the Ministry has recently announced it will update the above policies in . Meanwhile in Year of KREASI the project will develop a standardized and practice-oriented School-based Child Protection Committee and Case Management module that responds to the following lessons from our first year of implementation :

Materials require consolidation, refinement, and standardization;

There is a need for clear minimum competencies and practical guidance tailored to different SBCPC roles (school, district, and trainers);

Guidance on case management, supervision, mentoring, and coordination with SATGAS remains uneven across districts;

Alignment with Save the Children’s Safe Schools Common Approach (SSCA) and Steps to Protect Common Approach (SPCA) needs to be strengthened to ensure survivor-centered, child-friendly, and inclusive practices.

The overall objective of this consultancy is to design, standardize, and strengthen capacity-building modules that enable effective, survivor-centered, and inclusive implementation of school-based child protection systems in KREASI-supported primary schools and districts.

Specifically, the consultancy aims to :

Develop a standardized SBCPC & Case Management Training Module for school-level committee members, grounded in whole-school child protection approaches.

Develop a Training of Trainers (ToT) Module to equip district-level trainers with the competencies required to train, mentor, and supervise SBCPC implementation.

Produce user-friendly reference materials (, handbook / tools) that support day-to-day SBCPC functioning at the school level.

Ensure alignment with :

Save the Children’s Safe Schools Common Approach (SSCA)

Steps to Protect Common Approach (SPCA)

Survivor-centered, child-friendly, trauma-informed, and GEDSI-responsive principles

Integrate lessons learned from Year KREASI implementation, including :

Need for consolidated and simplified materials

Clear minimum competencies by role (school, district, trainer)

Stronger guidance on case management, referral, supervision, and mentoring

Improved coherence between prevention, response, and safeguarding systems

The syllabus for the SBCPC training package is attached as Annex . Links to required reference materials (in both English and Indonesia) have been provided, and final technical content will be subject to the review and approval of Save the Children.

Details of the deliverables for this assignment are as follows :

Deliverable – Training Content Consolidation and Design

Conduct inception meetings with Save the Children technical team to :

Agree on overall learning objectives and competencies

Review syllabus content and primary references

Review existing KREASI training materials (slides, handouts, tools) to identify :

Materials suitable for reuse or adaptation

Gaps requiring new content development

Integrate GEDSI, climate, disability, and inclusion considerations throughout the modules, reflecting :

Diverse learner needs

Low-resource and remote school contexts

Ensure all content aligns with :

Indonesian child protection and education systems

Save the Children safeguarding standards

Deliverable –

SBCPC & Case Management Training Module

The consultant will develop a Module to be used by District Trainers to lead a four-day training for SBCPS members, with a focus on prevention of violence, whole-school child protection, and case management in primary school settings.

Components of the Module will include :

Training guidelines, organized by session and including the learning objectives, key concepts, detailed lesson plan for each session.

Interactive learning methodologies, such as : case studies, role-plays and simulations, group problem-solving

Participant handouts and tools, including : prevention and risk-mapping checklists, case identification and decision-trees, referral and coordination pathways, SBCPC action-planning templates

All materials must be developed in Bahasa Indonesia and follow the KREASI Training Package format (Annex ).

Deliverable –

SBCPC ToT Training Module

The External Collaborator will develop a Module to be used by Master Trainers to lead a five-day training-of-trainers at national level for District Trainers of the SBCPC Module. The module will include practical guidance for District Trainers to mentor SBCPC activities at the school level. Components will include :

Training guidance, organized by session, including the learning objectives, key concepts, detailed lesson plan for each session. TOT may reference materials in the SBCPC package.

Competency-based guidance for : adult learning and facilitation skills, coaching, mentoring, and supervision of SBCPCs, observation and feedback mechanisms

Deliverable -

Co-Facilitation of Master Trainer ToT

Co-facilitate a five-day, in-person ToT in Jakarta (– April ) with Save the Children Master Trainers

Support training delivery using the finalized ToT module

Design and implement mechanisms to :

Gather participant feedback

Assess trainer readiness and capacity-building needs

Deliverable –

Final report

A final report ( pages) will summarize the deliverables and present consultant recommendations for the SBCPC teacher training program.

Please note the following :

Deliverables will be developed and finalized in Indonesian language. Translation services can be requested from Save the Children or provided by the consultant.

Deliverables - must be worked on collaboratively with Save the Children, and drafts stored in Google Docs with access to STC and the EC.

Deliverables and must follow the format of the KREASI Training Package presented as Annex . Save the Children will be responsible for final layout of the Module, handouts and slide decks to ensure compliance with Donor branding requirements.

Scope of Work

The External Collaborator is expected to perform the following key tasks :

Finalize training content, reflecting the syllabus (Annex )

Meet with Save the Children to discuss learning objectives of the Modules and of each session, as well as the source material (primary references as listed in the syllabus)

Review Indonesian language materials such as powerpoint decks and handouts (to be provided by Save the Children) that have been used by KREASI to date to identify which are suitable for use in the Modules.

Provide suggestions to embed climate change, gender equality, disability, and social inclusion (GEDSI) considerations throughout the module to reflect the lived contexts and diverse needs of primary school students in Kreasi program areas.

Reach agreement on training content, seeking to incorporate existing Indonesian language materials as possible.

SBCPC & Case Management Module Development (Deliverable )

Develop the SBCPC Module in Indonesian language, applying adult learning principles, and written in the required format (Annex )

Each session will have learning objectives, key concepts and a detailed session plan

Sessions must be designed to present content in an interactive manner, using methods such as case study discussions, practice and simulations

External Collaborator will develop any needed PowerPoint slides for all sessions

Handouts will include materials such as : () checklists and decision-trees () referral pathways () child safeguarding principles and () SBCPC planning templates. References in English and Bahasa will be provided by Save the Children.

TOT Module Development (Deliverable )

Develop the TOT Module in Indonesian language, applying adult learning principles, and written in the required format (Annex )

The aim of the TOT Module is to ensure District Trainers have the knowledge and skills needed to implement the SBCPC training for teachers and community members in their district

Content to train trainers in interactive training and facilitation skills will be provided by the External Collaborator ( / day)

Each session will have learning objectives, key concepts and a detailed session plan – and reference the SBCPCModule

Develop any additional PowerPoint slides and handouts / worksheet needed for the TOT.

Co-facilitate Training of Master Trainers (Deliverable )

With Save the Children Master Trainers, co-facilitate five-day, in-person TOT of Master Trainers, in Jakarta

Develop and implement method to gather feedback from Master Trainers about the training and their readiness / needs to train District Trainers

Please note :

Save the Children will only accept applications from a single External Collaborator. The EC can propose additional team members at a lesser LOE for specific expertise and / or project roles as needed to meet on-time delivery of the Deliverables.

Required Qualifications and Experience

Save the Children is seeking an External Collaborator with an advanced degree and at least – years of experience child protection mechanisms at the community and district level in Indonesia. Candidates should have demonstrated expertise in adult learning, participatory approaches and interactive training methods. They will have led the design and delivery of Training of Trainer programs grounded in evidence-based pedagogy.

Specific qualifications we are seeking include :

Advanced degree (MA or PhD) in Education, Social Sciences, Communications, International Development, or a related field

Minimum – years of professional experience in implementing child protection approaches such as case management, community-based child protection (PATBM) or school-based child protection (TPPK).

Technical Proficiency in () School safety, Positive Discipline, online safety and safe learning environments () Integration of protection, psychosocial support, and safeguarding within education systems () Approaches to address school-based violence, bullying and gender-based violence () Child protection case management, , the identification, referral, documentation, and follow-up processes within school or community-based settings () Child safeguarding.

Proven experience in design and delivery of Training of Trainers (ToT) programs for community members and teachers concerned with child protection.

Experience ensuring training materials are trauma-informed, gender-responsive and inclusive of children with disabilities and socially-marginalized groups

Demonstrated abilities in adult learning facilitation, coaching and mentoring, and observation–feedback cycles

Experience developing facilitator guides, session plans and observation tools.

Familiarity with Indonesian child protection laws and policies, and demonstrated ability to adapt global child protection frameworks to local cultural, linguistic, and institutional context

Candidates who have experience leading child protection trainings in low-resource settings is preferred.

Proficiency in English and fluency in Indonesian is required.

Strong writing skills.

Self-motivated with the ability to work autonomously or in a team and comfortable managing complex, dynamic work environments.

Proficiency in MS Word, Powerpoint and use of Google drive for document management.

Note :

The EC may propose additional team members for specific expertise and / or project roles as needed to meet on-time delivery of the Deliverables. These team members role, qualifications and LOE should be explained in the proposal.

All materials, reports, and data collected or produced during this assignment will remain the property of Save the Children Indonesia. The EC and any of their team members may not reproduce, distribute, or share such materials without prior written consent.
