Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia : accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role

The Strategy Manager - Commercial Law Reform and Responses to Climate Change will be an experienced program manager with expertise and well-developed networks and relationships in Commercial Law Reform and Responses to Climate Change. The Strategy Manager will be the main point of contact on a day-to-day basis with relevant GOI, GOA and CSO partners. The Strategy Manager will contribute to engagement strategies and work with partners on activity design and implementation. They will report on progress towards outcomes on a six-monthly basis and provide regular updates to DFAT and Bappenas as requested. Strategy Managers will work together collegiately and identify opportunities for collaboration between themselves and other development initiatives. They will be experienced in incorporating Gender Equality, Disability Equity and Social Inclusion into their activities and be a champion in promoting GEDSI.

The Strategy Manager will bring a proven record in engaging with and enabling partners to identify solutions to complex justice and security problems and a practical approach to managing events and activities.

About You

Specific Responsibilities

Program Development and Strategy

  • of the Engagement Strategy for Commercial Law Reform and Responses to Climate Change, ensuring coherence with AIPJ3’s End of Program Outcome (EOPO) 1 and broader DFAT and GOI economic and climate priorities.
  • Provide technical leadership and design advice on legal reforms that enhance Indonesia’s investment climate, support its OECD accession aspirations, and integrate climate considerations into commercial justice frameworks.
  • Undertake analysis of legal and institutional barriers to economic development and climate resilience, and identify opportunities for reforms in areas such as contract enforcement, legal transparency, dispute resolution, and environmental justice.

Stakeholder Engagement and Partnerships

  • Cultivate partnerships with key stakeholders including the Ministry of Law and Human Rights, Supreme Court, Coordinating Ministry for Economic Affairs, BAPPENAS, CSOs, business associations, and Australian government partners.
  • Support knowledge exchange between Indonesian and Australian legal institutions, universities, and private sector actors to advance commercial law reform and judicial climate awareness.
  • Convene coalitions of public and private sector actors to build consensus around legal reform priorities and support policy implementation.
  • Program Management and Oversight

  • Coordinate strategy inputs and activities with other relevant AIPJ3 strategies (e.g. transparency, access to justice) to ensure policy coherence and leverage synergies.
  • Safeguards, Risk, and Compliance

  • Identify and manage contextual and technical risks associated with commercial law reform, responses to climate change, and policy resistance from public or private sector actors.
  • Ensure rigorous application of safeguarding standards, including prevention of sexual exploitation, abuse and harassment (PSEAH), child protection, and do-no-harm principles in all program activities and partnerships.
  • Monitoring, Learning, and Communications

  • Contribute to six-monthly reflections, annual planning, knowledge sharing, and documentation of lessons learned.

  • Identify opportunities for knowledge sharing within Indonesia and regionally, as well as between Australia and Indonesia through Government-to-Government mechanisms.
  • Selection Criteria

    Essential Experience and Knowledge

  • Postgraduate qualifications in Law and Justice or a related discipline or a Bachelor degree and extensive working experience in the area of expertise.
  • Experience in developing and implementing activities through partnerships, grants, advocacy, dialogues, and events.
  • Outstanding management and teamwork skills, with the ability to work collegiately across teams to achieve results and contribute ideas across the Partnership.
  • Demonstrated achievement in developing and implementing GEDSI in justice and security.
  • Demonstrated capacity to represent programs through presentations, speeches and official engagements.
  • Practical experience and technical understanding of Australia and Indonesia’s Commercial Law Reform and Responses to Climate Change priorities and working with / for GOI ministries within relevant areas, including a keen sense of risk management.
  • Practical understanding of relevant Australian Government agencies and institutions in Commercial Law Reform and Responses to Climate Change and how they are engaged.
  • Strong analytical and report writing skills.
  • Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to build effective relationships and communicate in a cross-cultural context.
