Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia : accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role

The Strategy Manager – Access to Justice will be an experienced program manager with expertise and well-developed networks and relationships in Access to Justice for vulnerable populations. The Strategy Manager will be the main point of contact on a day-to-day basis with relevant GOI, GOA and CSO partners. The Strategy Manager will contribute to engagement strategies and work with partners on activity design and implementation. They will report on progress towards outcomes on a six-monthly basis and provide regular updates to DFAT and Bappenas as requested. Strategy Managers will work together collegiately and identify opportunities for collaboration between themselves and other development initiatives. They will be experienced in incorporating Gender Equality, Disability Equity and Social Inclusion into their activities and be a champion in promoting GEDSI.

The Strategy Manager will bring a proven record in engaging with and enabling partners to identify solutions to complex justice and security problems and a practical approach to managing events and activities.

About You

Specific Responsibilities

Program Development and Strategy

  • Lead the development and refinement of the Engagement Strategy on Access to Justice, ensuring it aligns with AIPJ3’s EOPO3 and supports implementation of Indonesia’s national disability laws and international obligations.
  • Design inclusive justice sector interventions that enhance access for women, girls, persons with disabilities, and other marginalised populations, including through procedural reforms and capacity building.
  • Contribute to evaluations of Indonesia’s legal aid system to identify both successes in terms of improving access to justice and continuing unmet legal demands, and how these impact on Indonesian society and economy.
  • Undertake political economy and legal analysis to identify systemic barriers and entry points for reform to improve the accessibility, fairness, and responsiveness of justice services.
  • Ensure the strategy is grounded in principles of dignity, non-discrimination, accessibility, and intersectionality, and contributes to broader GEDSI mainstreaming within AIPJ3.

Stakeholder Engagement and Partnerships

  • Establish and maintain strong relationships with relevant GOI institutions (e.g. Supreme Court, Ministry of Law and Human Rights, BAPPENAS), Organisations of Persons with Disabilities (OPDs), CSOs, legal aid providers, and Australian partners.
  • Facilitate inclusive multi-stakeholder dialogues to co-develop tools, training, and policies that strengthen access to justice for vulnerable groups and embed lived experiences in reform initiatives.
  • Support collaborative engagement between Indonesian and Australian institutions on disability-inclusive justice, including policy dialogue, learning exchange, and peer partnerships.
  • Program Management and Oversight

  • Provide strategic and technical oversight of activities, partners, and advisers working on disability inclusion within the justice sector, ensuring coherence with AIPJ3’s outcomes and adaptive programming model.
  • Monitor partner performance and quality of deliverables, ensuring that disability-inclusive principles and safeguarding standards are consistently applied.
  • Collaborate across AIPJ3’s policy priority areas to ensure that disability, gender, and vulnerability considerations are integrated into commercial law, criminal justice, access to justice, and PVE / transnational crime programming.
  • Safeguards, Risk, and Compliance

  • Identify and mitigate risks that may affect the safety, dignity, and equitable participation of persons with disabilities in AIPJ3 activities, with a strong focus on safeguarding and PSEAH compliance.
  • Ensure accessibility standards, reasonable accommodation, and inclusive communication practices are upheld across all partner engagements and program outputs.
  • Work closely with the GEDSI and Safeguards teams to ensure social and protection safeguards are mainstreamed and monitored.
  • Monitoring, Learning, and Communications

  • Collaborate with the MEL team to define and track disability and GEDSI-sensitive indicators, contributing to evidence-based adaptation and strategic learning.
  • Contribute to knowledge products, case studies, and learning processes that highlight progress, challenges, and innovations in disability-inclusive justice.
  • Work with the Strategic Communications team to amplify the leadership and experiences of marginalised groups in justice reform and promote AIPJ3’s contributions to inclusive justice.
  • Other Responsibilities

  • Represent AIPJ3 in national and regional working groups on access to justice, disability rights, legal aid, and inclusive development.
  • Contribute actively to six-monthly reflections, annual workplans, learning events, and internal coordination across strategies.
  • Undertake other duties as reasonably assigned by the Equity Lead or Team Leader to support AIPJ3’s commitments to inclusive and rights-based justice reform.
  • Selection Criteria

    Essential Experience and Knowledge

  • Postgraduate qualifications in Law and Justice or a related discipline or a Bachelor degree and extensive working experience in the area of expertise.
  • Understanding of the legal aid system in Indonesia and unmet demands for legal services among vulnerable populations, including the impact of these on Indonesia’s society and economy
  • Experience in developing and implementing activities through partnerships, grants, advocacy, dialogues, and events, especially with people with disabilities.
  • Outstanding management and teamwork skills, with the ability to work collegiately across teams to achieve results and contribute ideas across the Partnership.
  • Demonstrated achievement in developing and implementing GEDSI in justice and security.
  • Demonstrated capacity to represent programs through presentations, speeches and official engagements.
  • Practical experience and technical understanding of Australia and Indonesia’s Access to Justice priorities and working with / for GOI ministries within relevant areas, including a keen sense of risk management.
  • Practical understanding of relevant Australian Government agencies and institutions in Access to Justice and how they are engaged.
  • Strong analytical and report writing skills.
  • Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to build effective relationships and communicate in a cross-cultural context.
