School Health Nutrition (SHN) Specialist
LOCATION : Massamba District – South Sulawesi Province
CHILD SAFEGUARDING :
Level : the post holder will have contact with children and / or young people either frequently ( once a week or more) or intensively ( four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking / vetting process staff.
ROLE PURPOSE :
Healthier Smiles” program aims to ensure that school-aged children are healthy and safe, with access to rights-based, gender-sensitive, community-led and inclusive health services, practices and education at home and in school.
The program will work with Civil Society Organizations (CSOs), Implementing partners and Community Support Groups (CSGs), while providing technical assistance to Government authorities, in order to strengthen their capacities on policy development, planning, accountability and children’s participation, for the effective delivery of comprehensive school health and nutrition (SHN) programs.
Oral health will remain an essential element within a comprehensive program that accounts for all children’s health, hygiene and nutrition needs, providing essential services in the wake of COVID- disruptions and contributing towards a safe return to learning.
The School Health Nutrition (SHN) Specialist is responsible for leading and overseeing the development and delivery of high quality, innovative, cost-effective programme in School Health Nutrition, resulting in immediate and lasting change for children. The SHN Specialist is expected to provide technical advice and support to project staff and implementing partner to ensure programming objectives are successfully achieved. S / He is also responsible for initiating and taking technical leadership in SHN focused studies, documentation and dissemination of innovation and good practices; leading on policy research and advocacy on SHN through networking and collaboration with relevant stakeholders and other institutions, and playing a leading role in establishing, maintaining and expanding donor relations for the sector.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY :
General
The main responsibility of the SHN Specialist will provide the technical knowledge and support for Save the Children The post holder will be accountable to :
- Together with Program Manager to ensure the program strategy and implementation are in line with program design, commitment with the donor and Save the Children policy.
- Together with Health & Nutrition Technical Advisor provide technical supports, guidance for the local implementing partners and internal team to roll out evidence-based capacity building and hands on School Health Nutrition program and WASH in School.
- Support programme teams and implementing partners to understand intervention methodologies and ensure the project activities are delivered in high quality and on track
- Equip the team and implementing partners with strategic directions, guidelines and tools to lead the behaviour changes activities related.
- Advise staff and implementing partners on design and implementation of activity, material, and tool development, review, pretesting, refinement, and finalization. Review draft tools and materials before finalization.
- Work closely with advocacy, communication and campaign team in SHN.
- With programme operations and MEAL, ensure that interventions are evaluated using appropriate methods, including process and impact evaluations, and that evidence is rigorously maintained, documented and disseminated internally and externally, to contribute to improvements in programme quality and advocacy efforts.
- Ensure the incorporation of quality assurance systems at multiple levels (strategy, design, implementation, proposal, monitoring processes, evaluation and learning, reporting)
- Identify and pursue opportunities to disseminate technical materials, learning and best practices, such as workshops, targeted communications materials, etc.
- With the MEAL team, ensure Quality Benchmarks are appropriate and applied to all programming.
- Provide monthly report to line manager and together with MEAL team, provide feedback, inputs and lesson learn to be share to the team
- Support project to deliver high-quality periodic reporting in line donor requirements.
- Review reports to ensure a high standard of technical quality
- Under the direction of Program Manager, this post holder will support the proposal development for any further opportunity within Save the Children.
- Coordinate with programme operations to identify internal and external capacity building opportunities and resources to provide high quality technical assistance to program, supporting technical staff, partner agencies and others to build knowledge and technical competence.
Financial Management
Ensure the application of appropriate controls for project resources including accurate tracking of all expenditures.Coordinate with the Program Manager to produce accurate and timely financial reports.Partnership Management :
Under the guidance’s of the Program Manager to provide technical support for the implementing partners to ensure high quality programming and on time program deliveryEquip partners with technical guidelines, modules and monitoring tools that enable partners to deliver and maintain high quality programmingUnder the strategic directions of Project manager to develop capacity strengthening plan & provide technical supports required to develop the partners capacityUnder the direction of Program Manager to lead the join monitoring visit with the implementing partners and capture the lesson learnt of the partnership worksChild Safeguarding
Contribute to the overall implementation of Child Safeguarding Policy (CSP) within CO including ensure CSP integration in all project activities including for target beneficiaries in South Sulawesi.Emergency Response
Under the guidance of project Manager to support the humanitarian team to strengthen the National Office on readiness to respond to emergencies in the program area focus in line with global SCI emergency policies. This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.Brand and Reputation :
Contribute to ensuring all staff are aware and are actively involved in building and maintaining the brand in all project field sites and with all projects external stakeholders including partnersCommunication and Representation :
Represent the organization with the Government, related stakeholders, Donors and members in the project areaEnsure clear and effective communications between Program Implementation and other teams at field level.Contribute to establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of Save the Children.QUALIFICATIONS and EXPERIENCE :
ESSENTIAL :
Bachelor’s degree in medicine / nurse / public health with - years of working experience in relevant fieldStrong coordination abilities with the ability to inspire others to create meaningful changeProven experiences in providing the technical support to the local implementing partner is preferred.Former working experience related to SHN, WASH in SchoolExcellent inter-personal communication skillsExperience working with an international NGO or similar organization.Strong analytical capacity and proficient understanding of both qualitative and quantitative research methodsGood presentation skills including policy briefingA good facilitator, who can design and deliver training / mentoring to colleagues and partner teams of all levels.Good supportive supervision skills, developing self and othersExcellent English communication skills, specifically written, including the ability to translate complex arguments into accessible language for a non-specialist audienceExperience of coalition building and working with civil society actors to deliver changeDemonstrated ability to deliver results, engage in effective and collaborative problem solving and decision making, and foster program innovations and adaptationsThe ability to influence stakeholders and increase commitment to gender and inclusionThe ability promote change at the individual level and the institutional level.Desirable :
