Community Development Officer

Summary The Community Development Officer (CDO) is responsible for planning, implementing, and monitoring community development programs and social performance initiatives across multiple project sites. Operating at the intersection of operations and community relations, the CDO serves as the primary liaison between the company and communities and stakeholders surrounding the operational area, ensuring that all community engagement activities align with corporate social responsibility (CSR) commitments, regulatory requirements, and stakeholder expectations. This role demands a proactive professional who can manage relationships with diverse stakeholders, including local government units (LGUs), indigenous peoples (IP) groups, non-governmental organizations (NGOs), and community members—while simultaneously managing project deliverables across geographically dispersed sites. Responsibilities: Serve as the on-ground representative and primary point of contact for community stakeholders at each assigned site. Build and maintain trust-based relationships with barangay officials, tribal leaders, community associations, and other key stakeholders. Participate in necessary community consultations, dialogues, and participatory assessments. Implement community development programs across livelihood, health, education, and infrastructure stewardship in alignment with approved work plans and budgets. Coordinate with LGUs, relevant government agencies, and partner organizations for co-funded or co-implemented community projects. Monitor program milestones, outputs, and outcomes; prepare regular progress reports for management and regulatory submission. Manage the logistics and documentation of community programs, including procurement coordination, community mobilization, and activity reporting. Identify and cultivate strategic partnerships with NGOs, academe, government agencies, and development organizations to leverage resources and technical expertise. Represent the organization in community meetings, multi-sectoral assemblies, and local development council (LDC) sessions. Coordinate with internal departments (HSE, operations, HR, and legal) to ensure alignment of community programs with site activities. Maintain organized files of all community-related documents, photos, attendance sheets, and agreements. Prepare briefing notes, situational reports, and incident reports as required. Contribute to the preparation of reports to be provided to relevant internal and external stakeholders (i.e., management level, ESDM, etc.) Qualifications: Bachelor's Degree in any of the following or related fields: Sociology, Communications, Political Studies, Management, etc. Other related fields with demonstrated relevant experience At least 2 years of work experience in any of the following (highly preferred): Mining or extractive industries (community relations or social performance functions) Community development project implementation (NGO, government, or private sector) Project management in field-based or rural environments Stakeholder engagement, public affairs, or government relations Demonstrated ability to manage multiple projects simultaneously across different sites with competing timelines. Strong attention to detail in documentation, reporting, communication across functions and sites, and compliance record-keeping. Ability to work independently with minimal supervision while maintaining accountability to management. Proficient in MS Office Suite (Word, Excel, PowerPoint); experience with project management tools is a plus. High level of cultural sensitivity, deep understanding, and analytical capacity towards socioeconomic conditions and issues in rural areas. Resilient and adaptable to challenging field conditions, including remote locations, limited infrastructure, and extended community stays. Willingness to travel frequently and be deployed to multiple sites as operational needs arise.
