The Consultant HSE Engineer will be responsible for overseeing, monitoring, and improving health, safety, and environmental (HSE) performance on-site, ensuring compliance with relevant regulations, standards, and client expectations.
Key Responsibilities :
Actively participate in site meetings, particularly those focused on HSE matters.
Design and implement a proactive HSE monitoring program. This will include joint site inspections with contractors, routine and quarterly audits, fire safety inspections, HSE presentations, and the preparation of all required HSE documentation as requested by the client’s HSE representative.
Contribute to incident investigations and ensure that all reportable incidents are communicated to the appropriate regulatory bodies (in accordance with ADOSH-SF requirements).
Review and submit monthly project HSE reports to project management and ALDAR. Reports must follow the approved format and timeline and include key performance indicators (KPIs), statistical analysis, and trend evaluations.
Prepare and issue HSE alerts using ALDAR’s templates, ensuring approval by the project management and ALDAR HSE representative.
Monitor the principal contractor’s HSE performance and actively promote a strong safety culture on-site.
Draft, review, and approve essential HSE documentation including safety plans, enforcement notes, inspection reports, audit findings, and management walk-throughs.
Evaluate and approve risk assessments and method statements, ensuring they are task-specific and that the associated safety controls are clearly communicated to site personnel.
Issue and ensure the timely closure of HSE Enforcement Notices for any non-compliance with approved procedures.
Lead regular HSE meetings, documenting and distributing meeting minutes to all relevant stakeholders.
Engage positively with regulatory authorities during site inspections or audits.
Participate in the recruitment of HSE personnel, ensuring alignment with ALDAR OSH competency standards and securing final approvals from the ALDAR OSH team.
Verify that all relevant stakeholders are registered with the appropriate authorities under HSEMS – ADOSH.
Ensure that all necessary HSE permits and NOCs are secured and maintained.
Keep all project HSE documentation, such as the HSE Plan, current and compliant.
Stay up to date with all applicable national and local laws, and ensure any legislative updates are shared and implemented across the site.
Recommend candidates for HSE recognition awards based on exceptional safety performance.
Maintain and update all HSE records and reports on project systems (e.g., Asite, Aconex) and ensure that all issues identified through audits or inspections are resolved within agreed timelines.
Qualifications :
Minimum of 12 years of overall HSE experience .
The candidate must meet one of the following educational and experience requirements :
At least 3 years of HSE Engineering experience with a Master’s degree in a related field from a recognized university.
At least 4 years of HSE Engineering experience with a Bachelor’s degree in a related field or NEBOSH Diploma .
At least 5 years of HSE Engineering experience with a post-secondary qualification (NVQ level 4 / 5) in HSE.
