Position summary :

The Asia Senior M&E Associate is responsible for coordinating M&E activities in select RA’s technical assistance projects in Asia. He / she works with project managers, other RA staff, project partners and consultants, and local stakeholders to design and implement sound M&E systems that improve understanding of the local context and track progress of project interventions and achievements over time. He / she trains them on M&E principles, tools and processes; safeguards field data quality; undertakes project performance assessments, promoting their use to inform adaptive project management; and ensures evidence-based reporting. He / she also provides support to RA’s Evaluation & Research department in conducting project outcome and impact assessments.

Responsibilities :

• Lead the design of field-based project M&E systems, in coordination with project managers, other RA staff, project partners and consultants;
• Train and advise project managers, other RA staff, project partners and consultants on M&E principles, tools and processes;
• Safeguard field data quality by defining and coordinating the implementation of quality control procedures in data collection and management, and by conducting systematic data quality assessments;
• Integrate field data gathered by project implementation teams, and undertake periodic evidence-based project performance assessments, and present them to project management and other project team members to promote their use in adaptive project management, learning, and continuous improvement;
• Contribute to RA and donor report-writing, and to the preparation of project presentations;
• Coordinate field-based baseline, mid-term and end-of-project studies, and supervise assessment teams as necessary;
• Support the Evaluation & Research department in conducting project outcome and impact assessments;
• Facilitate multi-stakeholder natural resource management planning processes to address threats and opportunities at landscape / jurisdictional scales;
• Facilitate context assessments in priority countries in the region, to understand needs, gaps, and opportunities for achieving rural development outcomes in the context of business and local community needs;
• Identify M&E partner organizations, such as local universities or research institutions as appropriate;
• Support robust RA project proposal preparation by helping teams formulate robust Theories of Change and Logframes that embed RA’s key-performance indicators, writing proposal sections that describe the envisioned M&E system, and ensuring M&E activities are fully budgeted;
• Undertake other duties as assigned.

Qualifications :

Undergraduate degree in International Development, Agriculture, Social Sciences, Economics, Natural Resource Management or related field;

At least 5 years of progressively responsible work experience, and a minimum of 2 years’ experience designing monitoring and evaluation systems, including Theories of Change, logframes and workplans, and in implementing monitoring and evaluation activities, and / or program or project impact assessments or studies, preferably related to sustainable rural livelihoods, sustainable agriculture or natural resource management, supply chain management, or related topics;

Experience applying field methods (household surveys, farm surveys, etc.) for the collection of social, ecological and / or agronomic monitoring and performance indicators, and in supervising field teams or consultants in the collection of field data;

Experience working with different stakeholder groups to facilitate the design of integrated natural resource management plans is desirable;

Excellent writing, editing and verbal communication skills;

Excellent fluency in verbal and written English, and fluency in at least one other major Asian language (Bahasa Indonesia, Mandarin, Vietnamese, Sinhalese, Hindi);

Strong organizational skills, with ability to be results-oriented and multi-task, as well as to motivate field staff and teams to manage diverse and time-sensitive activities while delivering quality results;

Proactive, self-motivated, resourceful, innovative, detail-oriented, dependable, strong attention to detail, focused, respectful of institutional procedures;

Excellent interpersonal skills, with ability to interact with culturally diverse settings and individuals;

Knowledge of, and commitment to environmental issues and sustainability practices;

Ability to travel internationally at least 50% of the time, often in difficult, physically-demanding rural settings;

Experience in a not-for-profit, international organization is preferred.
