The unsustainable management of globally traded commodity crops (cacao, coffee and oil palm), and their expansion into forest areas, are leading to major impacts on globally important biodiversity, the degradation of soil and water resources, the loss of carbon stocks, and the degradation of watersheds that are vital for maintaining water flows to rice production areas. Rice production is itself a source of globally significant environmental impacts, in the form of the contamination of soil and globally- important aquatic ecosystems due to excessive and inappropriate use of agricultural chemicals, and the generation of methane (a potent greenhouse gas) from flooded paddy systems.

A narrow focus on the production of globally-traded cash crops by farmers is environmentally and socially unsustainable – even in the case of perennial crops such as coffee and cacao that have the potential to yield environmental benefits if appropriately managed – because of the volatility of global markets for these crops and their vulnerability to the effects of global climate change. A large number of major global value chain actors have committed to sustainable sourcing of the products that they trade, in order to comply with corporate social and environmental responsibility goals and to satisfy consumer requirements for sustainable production. This presents farmers with a major potential source of market- based incentives for sustainable production, but at present their ability to take advantage of this opportunity is constrained by their disconnection from these “green” value chains and their limited technical capacities to satisfy their requirements in terms of environmental standards, product quality and reliability of supply.

Despite significant policy commitments to sustainability by the Government of Indonesia, capacities, knowledge, tools, regulatory instruments and incentives for putting these into practice are still inadequately developed, and the agricultural and environmental sectors continue to be highly compartmentalized, lacking the integrated vision that is required if social and economic development and landscape management are to be sustainable.

With the funding support from the Global Environmental Faculty (GEF), the Government of Indonesia, led by the Coordinating Ministry for Economic Affairs and with technical support from UNDP and FAO is preparing the full-size project implementation entitled “Strengthening sustainability in commodity and food systems, land restoration and land use governance through integrated landscape management for multiple benefits in Indonesia (FOLUR)”. The project aimed to ensure sustainable value chains of palm oil, coffee and cocoa via application of a comprehensive land use approach linking biodiversity conservation, restoration and production at scale. The project will assist the country to address above-mentioned development challenges through four areas of interventions as follow :

1. Development of integrated landscape management systems

2. Promotion of sustainable food production practices and responsible value chains

3. Conservation and restoration of natural habitats

4. Management, Coordination, Collaboration, and M&E

The project will be implemented in 5 provinces (jurisdictions) and 5 districts (pilot landscapes) : Aceh (Central Aceh), North Sumatra (Mandailing Natal), West Kalimantan (Sanggau), South Sulawesi (Luwu) and West Papua (Sorong). The project will be commenced for full implementation in January 2022 and for 72 months.

Duties and Responsibilities

The CTA will work on daily basis (full time) and be based at the Coordinating Ministry for Economic Affairs (Kemenko Perekonomian) office and provide technical advise to other project partners particularly BAPPENAS, Ministry of Agriculture, and Ministry of Environment and Forestry. The CTA will work closely with the National Project Manager (NPM) on a day-to-day basis to support the project’s technical decision making. Under the overall guidance and supervision of the NPM, the CTA will coordinate technical outputs and work plan of the project technical support team. This will include providing technical review and clearance on deliverables of short term consultants and contractors (consulting companies, institutions, etc).

The primary reporting responsibility of the incumbent is to the NPM with matrix reporting to the the Environment Unit and FAO Programme Officer.

The National Chief Technical Advisor (CTA) is responsible for providing overall technical backstopping support to the project, at the national level and across all target jurisdictions. He / she will provide strategic advise and technical oversight for the project to ensure that all project outputs are high quality, timely produced and consistent with the effective delivery of results according to the Project Document. Specifically, the duties and responsibilities of the CTA will include :

  • Provision of technical expertise to the project team for effective project implementation and quality achievement of the project outputs Provide technical review of outputs on the project and make recommendations to the Project Board, PMU team, and UNDP-FAO Country Office team. Support the National Project Manager (NPM) in coordinating project activities, both at the national and subnational levels. Consolidate inputs from the technical teams at the project jurisdictions and prepare the annual project implementation review (PIR) reports and perform other progress reporting to the project board as agreed with the board, including measures to address challenges and opportunities. Provide strategic input into project implementation, including adaptive management measures, overseeing and ensuring coherence and consistency of technical approaches across the project and its target geographies, while responding adaptively to local conditions. Coordinate and convene meetings of the project Technical Advisory Group. Provide overall direction and inputs regarding the implementation of knowledge management activities, including distilling and documenting lessons learned and disseminating information to project stakeholders. Responsible for coordination of activities associated with the FOLUR Global Platform, ensuring participation by relevant Indonesian stakeholders. Produce policy brief and other relevant knowledge products. Assist in project risk management, through identifying critical issues, helping to troubleshoot problems and developing mitigation measures. Participate in project meetings, on an as-needed basis. Prepare and / or review technical documents and terms of reference, reviewing deliverables among the project activities and outputs, organizing technical meetings, and providing technical guidance on project activities. Assist the NPM by participating in the mid-term and terminal evaluations of the project; including management responses.
  • Ensure effective planning, budgeting, and consistency of the project resources utilization to deliver quality outputs and results Providing technical knowledge and advisory on field implementation activities in all project sites, in close coordination with FOLUR technical team, FOLUR Field Assistants, and stakeholders. Providing technical oversight function on FOLUR’s Field Assistants’ activities in all project sites and

to coordinate with the Field Assistants on a weekly basis. Providing technical oversight function for technical outputs from consultants and hired experts, including but not limited to international consultants, academic research consulting team, and / or any other individuals hired by the project. Review project’s annual and quarterly work plans and provide technical clearance for further approval by National Project Director and the Project Board; Provide technical review on the quality of project work plan implementation and ensures that the project remains within the tolerance level of the approved work plan; Conduct field visit to the project sites as and when required to appraise project progress on the ground and validate written progress reports Participate in project monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project Standard Operating Procedure (SOP); Prepare and submit technical analysis to Implementing Partners, National Project Director, UNDP and FAO on monthly and quarterly basis; and to the Project Board as required Contribute and technical advise on the development of the bi-annual project assurance reports (PARs), in line with the standard template and presents it to the project assurance team on a timely manner; Lead inputs gathering and data mining for external project reports as necessary and required by the project assurance team; As required and directed by the project board, liaises with UNDP’s Quality Assurance, Reporting and Evaluation (QARE) Unit and FAO’s reporting focal point to contribute in project review, reporting and evaluation processes, and ensure arrangement of such exercises under the overall management of UNDP QARE and FAO reporting and evaluation unit / team; Make sure implementation of gender equality accountability framework and Gender Equality Results Based management at project level . performance management, gender marker assignment in web based system ATLAS, reporting, etc;

  • Create and nurture strategic partnerships and support to the implementation of resource mobilization Establish and maintain good working relationships with the relevant public and development partners who are the principal counterparts for the project; Initiate and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results; Build project reputation for quality design, reliable delivery as well as integrity and accountability; Identify and work with key partners / stakeholders to ensure synergies with other projects / initiatives and to avoid duplication of activities among actors; Identify opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; In consultation with UNDP and FAO’s Programme Managers and relevant team, take active participation to explore potential resources mobilization and development of robust project exit strategy; and Ensure up-to-date balance information and analysis to the project partners, co-financer and key stakeholders on the project results to maintain higher trust, strong buy-in and consistent support to the project.
  • Facilitate knowledge building and management for and from the project implementation. Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives; Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs; Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and Contributes to knowledge networks and communities of practice Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming Conducting bi-monthly technical reporting to UNDP Regional Technical Advisors and FAO to brief any potential issues with the project’s technical direction or outcome achievement and to measure impacts.
